Harper came to power in 2006 proclaiming a new age of anti-corruption and transparency in government. He promised that no one under his watch would be allowed to abuse the public trust. He boldly proclaimed that anyone in his administration who abused the public trust would go to jail. “Bend the rules” he said, “and you will be punished.” If he had meant what he said then he would be in handcuffs now.
